The Durban 2001 NGO Forum
A NGO Conference was held in Durban in 2001 concurrently with WCAR. The NGO Forum produced a NGO Forum Declaration and Programme of Action but the Secretary General of the WCAR, Mary Robinson took the unprecedented step of declining to commend the NGO document to the governments.
Due to the racism at the WCAR NGO Forum the UN has declined to facilitate an NGO Conference to run concurrently with the Durban Review Conference. Accredited NGOs (which includes all NGOs who participated in fiasco in 2001) will have a consultative role in the 2009 government forum.
